On my Galaxy S10, connecting to my home VPN (via OpenVPN over TCP) results in sub-par speeds. I'm getting less than 3Mbps down when it should be closer to 9. If I connect to Wi-Fi (away from home, obviously) plus the VPN, speeds are what they should be.
