DevCon (Devcon.exe) is included when you install the WDK, Visual Studio, and the Windows SDK for desktop apps. But these programs take hundreds of MBs, and I don't need the full suite installed on my Windows. Isn't there a quick way to obtain just the devcon.exe util? The difference is that @mlaci has quoted the parameter due to the presence of shell command characters. An unescaped or unquoted ampersand splits the command line into multiple commands, executed in sequence.
devcon.exe failed. after investigation I discovered that this driver is to be installed with the Class-GUID={4d36e972-e325-11ce-bfc1-08002be10318} the same as the VMNET1 driver of the VmWare? workstation (version 9.0.0 build-812388) which I have also on my PC.
